for the New Regulations for the Transportation of Horses
Are you affected
A new Information Service is available to help people find out if they are affected by the new regulations. MWMAC an NPTC approved assessment centre who’s staff have many years experience in the equine sector felt their was an urgent need to help people understand the regulations, their staff provide friendly and informed advice on all aspects of the legislation and how to organise obtaining a Certificate of Competence.
From 5 January 2008 DEFRA have stated that anyone using road vehicles for transporting farm animals, poultry or horses over 65km in connection with an economic activity must have received appropriate training. They must hold a Certificate of Competence issued by an independent body nominated by DEFRA. DEFRA have approved 3 organizations these are The British Driving Society, The Racing Board & the NPTC. The NPTC has developed two new qualifications to meet the requirements of the legislation, it is the only approved body who covers all types of livestock. MWMAC is an approved NPTC Assessment Centre with vast experience in providing high quality training and assessments to the land based sectors.
Who it affects – A brief overview
Grooms - If they are paid to look after horses and accompany them when travelling, under the new legislation they will need a Certificate of Competence, even if your employer is not classified as a business.
Studs / Producers / Competition Yards / Dealers - Travelling horses to competitions, stud, purchasers, sales etc is deemed part of an economic activity so they will require a Transporters Authorisation and need to ensure the driver and grooms that accompany the horses hold a Certificate of Competence.
Drivers - If they drive other people’s horses in return for remuneration they will need to hold a Certificate of Competence.
Types of Certificate
Short Journey Certificate over 65km not exceeding 8 hours - £125 including training guide
Long Journey Certificate exceeding 8 hours – Ask on application
MWMAC can organise assessments in the candidate’s local area or even at their premises if there are 6 candidates. The assessment uses multiple choice questions carried on a computer screen. Candidates can request assistance with the computer or a written version is available. Unlike other bodies the NPTC Assessment offers greater flexibility at a better price.
