No, of course not, although some have looked totally glam in a full length gown in past years.
Safety must be the first consideration, and to that aim flat shoes and trousers are probably the best option for a lady [and men too he he!], but it is an opportunity for the outfit to be glamorised with a sparkling top and bright colours. [Here the men need to just stick to a bow tie and dinner/black jacket - no sequins] No hat is needed but gloves may/should be worn for safety reasons.

Yes that really does help! Thank you very much! Trousers I have, and a sparkly coloured top I can find! Doubt I'll need it but it would be horrible to need it and not have it.
